The U.N. Conciliation Commission for Palestine today released its third report to the Security Council, virtually admitting the Israel-sponsored formula that almost all the major problems outstanding between the Jews and Arabs are linked together in the peace settlement.
The immediate problem facing the Commission consists of linking together the negotiations on the refugee problem and those concerned with territorial questions.” the report stated.
Noting that Arab insistence on a prior acceptance in principle on the rights of refugees to return to their hones, and Israel’s opposition have virtually stalemated the negotiations, the. Commission reported that its attention “is concentrated at the moment on the problem of arresting this tendency by leaving the Arab states to negotiate on territorial questions and by persuading the state of Israel that it must contribute in a substantial manner to the solution of the refugee problem.”
The report further underscored the close relationship of territorial settlement to the refugees in a protocol of May 12, 1949, signed by both sides with the Commission, in which the Commission stresses, “From the opening of the Lausanne meetings, the meters outstanding between the governments concerned, and particularly the refugee and territorial questions, were closely interlined.”
