The Economic and Social Council last night adopted a resolution instructing the Commission on Human Rights “to complete its work on the two covenants at its next session, in 1953, and to submit them simultaneously to the Council.” The resolution was sponsored by the Philippines, Sweden and the United States. It was adopted by 11 votes to three–the Soviet bloc–with four abstentions.
By a vote of six in favor and 10 against, with two abstentions, the Council then rejected a Soviet resolution which would have the Commission put both civil and political as well as the economic and social rights in a single covenant. Those who voted in favor, besides the members of the Soviet Bloc were Argentina, Egypt and Mexico.
