Details of Jordan’s violations of the armistice agreement were submitted by Israel today to the United Nations Security Council following the request made last night to the Council to give urgent consideration to the question of Jordan’s repudiation of its armistice obligations.
Soviet delegate Andrei Vishinsky, who presides over the Council this month, announced last night that he is calling a meeting of the Council for Thursday to consider a Lebanese complaint against Israel for the raid on the Jordanian village of Nahalin as well as Israel’s complaint against Jordan.
The Security Council is likely to be tied up in a long procedural wrangle since the Arabs seek to confine the debate to the Nahalin incident while the Western Powers are known to feel that the only constructive approach to the present Arab-Israel situation is one that would allow a general review of armistice arrangements. This is also Israel’s view.
Doubt was expressed today in UN circles whether Mr. Vishinsky will permit the Security Council to do anything positive about Israel’s complaint. It was pointed out that Mr. Vishinsky has recently used the veto twice to kill resolutions of the Council acceptable to Israel but opposed by the Arabs.
