Henry Labouisse, director general of the United Nations Relief and Works Agency for Palestine Arab Refugees, who was scheduled this week to pay his first visit to Israel since his appointment to the post five years ago, suddenly cancelled his trip today. It is suspected here that Mr. Labouisse’s reversal was occasioned by concern over Arab reaction.
