The principle of international protection of refugees by the United Nations was approved here this week-end by the United Nations Economic and Social Council. The Council also approved an American proposal that Secretary-General Trygve Lie should submit a plan for United Nations protection of refugees to the forthcoming General Assembly, which opens in Flushing Meadows next month.
It was suggested that the plan should consider two alternatives: the setting up of a “High Commissioner’s Office for Refugees” under U.N. control, or formation of a special service within the U.N. Secretariat to handle such affairs. The United States opposed the first alternative in favor of the second. The Council approved a resolution the effect of which was to call for the preparation of an alternative plan to deal with the problems of stateless persons when the refugees cease to exist as a group.
