U.N. Secretary-General Kofi Annan praised an unofficial Israeli-Palestinian peace proposal. Annan said this week that the “Geneva accord” is in line with the “road map” peace plan, which the United Nations supports. The Israeli government says it should control diplomatic negotiations, not political opponents who no longer hold elected office, who drafted the Geneva plan.
