With the United Nations Security Council scheduled to take up tomorrow the Israel-Syrian dispute over the use of the waters of the Jordan River, the belief was expressed in official circles here today that the Syrian demand that Israel be ordered by the Security Council to discontinue its work on the Bnot Yaacov hydroelectric project will be rejected by the Council.
Instead, it is expected that the Security Council will vote to give increased powers to Gen. Vagn Bennike, UN truce chief, to deal with the dispute and to report within three months to the Council on progress made in solving the problem. Gen. Bennike, it is believed here, will return to Jerusalem this week-end.
The optimism here is based on reports received by the Israel Government from Israel officials who returned during the last few days from New York where they had attended Security Council meetings. Similar reports were also received here from foreign diplomatic sources.
