Gen. E.L.M. Burns, Chief of Staff of the United Nations Truce Supervision Organization, started today to draft a local commanders’ agreement between Israel and Egypt in the Gaza strip for consideration by representatives of the two states. The draft will be presented to both parties at the next meeting of the Israel-Egyptian Mixed Armistice Commission next week.
The decision to draft such an agreement was taken at a meeting of the Commission yesterday. The meeting was attended by Israel Lt. Col. Aryeh Shalev and Egyptian Lt. Col. S. Gohar, as well as Gen. Burns. The three discussed proposals by Gen. Burns for direct telephonic communications between local commanders to head off incidents or localize them after they have occurred.
