The Economic and Social Council of the United Nations was urged today to draft an international convention on genocide to be submitted to the U.N. General Assembly in 1947.
The recommendation was made by the Assembly’s Legal Committee which unanimously decided yesterday that genocide – defined as “a denial of the right of existence of entire human groups” – was a crime under international law, for which principals and accomplices, whether private individuals, public officials or statesmen, are punishable, irrespective of whether the crime is committed on religious, racial, political or any other grounds.
