With vigorous efforts being made by Washington in Tel Aviv and Damascus to settle the Syrian-Israeli trouble out of court, United Nations Security Council sources here today were uncertain whether the Council would meet to hear the interchange of formal complaints ledged with the U.N. Security organ by Israel and Syria over the week-end.
