The United Nations Commission on Human Rights to-## decided to begin work on a draft convention on human rights which would be bind-## on all signatory governments.
The Commission decided to give this work priority over a “moral” declaration ## human rights as proposed by the U.S. and the Soviet Union. Also adopted was a proposal to set up three working groups, one to draft the convention, one to draft ## declaration and the third to devise machinery for enforcing the convention.
The Consultative Council of Jewish Organizations submitted to the Sub-Commission on Minorities and Discrimination a set of proposals for facilitating ##settlement and immigration. The Council pointed out that the sub-commission’s ##cent affirmation of the right of emigration was meaningless unless transit and ##immigration facilities are improved.
