Pennsylvania’s new law requiring registration of aliens has been declared unconstitutional by the United States District Court here. According to the new law all persons not citizens, with few exceptions, were to register with the State Department of Labor and Industry and they were to carry identification cards.
The District Court upheld the contention of Bernard Davidowitz and Vincenze Travagiliana, both of Philadelphia, that the measure was class legislation and violated the constitutional guarantees of personal freedom.
