The United States Government was severely criticized here tonight for its failure to ratify the international Genocide Convention outlawing mass persecutions of people by their governments. The pact has been approved by 50 nations, but has not yet received the approval of the United States.

The criticism of the U.S. was voiced by Roger N. Baldwin, chairman of the International League for the Rights of Man, at the New School for Social Research He charged that American leadership for such measures of international protection of human rights was ineffective.
