U.S. Expects Britain to Keep Mandate Obligations, Wagner Tells Zionists

AMERICA HAS ” THE RIGHT” TO EXPECT GREAT BRITAIN TO KEEP HER PROMISES TO ESTABLISH AND MAINTAIN A JEWISH NATIONAL HOME IN PALESTINE, UNITED STATES SENATOR ROBERT F. WAGNER DECLARED LAST NIGHT BEFORE A MASS MEETING OF 2,000 ZIONISTS AT CARNEGIE HALL.

WHILE OTHER SPEAKERS AT THE MEETING, WHICH CLOSED THE FORTIETH ANNUAL CONVENTION OF THE ZIONIST ORGANIZATION OF AMERICA, DENOUNCED THE PROPOSAL FOR PARTITION OF THE COUNTRY BETWEEN JEWS AND ARABS, BELIEVED CONTAINED IN THE UNPUBLISHED REPORT OF THE ROYAL COMMISSION ON PALESTINE, AND MAYOR LAGUARDIA OF NEW YORK EXPRESSED CONFIDENCE IN ” THE SENSE OF JUSTICE AND FAIR PLAY OF ENGLAND,” SENATOR WAGNER SAID THAT THE UNITED STATES AND BRITAIN ARE ” PLEDGED TO ESTABLISH PALESTINE AS A HOMELAND FOR THE JEWISH PEOPLE.”

“BRITAIN’S OBLIGATION,” SENATOR WAGNER SAID, ” IS NOT ONLY TOWARD THE JEWS. SHE HAS SIGNED A COMPACT IN THE NAME OF DEMOCRACY. BRITAIN CAN MAINTAIN HER FAITH ONLY BY HONORING THIS OBLIGATION. AMERICA HAS THE RIGHT TO EXPECT HER TO DO SO. THE AMERICAN PEOPLE, WHEREVER POSSIBLE, MUST HELP HER TO DO SO. COLONIZATION OF PALESTINE MUST BE ENCOURAGED. THE PROMISES FOR PALESTINE MUST BE KEPT.”

OTHER SPEAKERS, ALL OF WHOM DENOUNCED PARTITION, INCLUDED MORRIS ROTHENBERG AND DR. ISRAEL GOLDSTEIN. BEN ZION MOSSINSOHN, A PALESTINIAN ZIONIST LEADER, ASSURED THE CONVENTION THAT JEWISH SETTLERS IN PALESTINE WOULD STAND UP FOR MAINTENANCE OF THE HOMELAND INTACT.

FEDERAL JUDGE JULIAN W. MACK PRESIDED IN PLACE OF DR. STEPHEN S. WISE, PRESIDENT OF THE ZOA WHO, HE ANNOUNCED, WAS ” UTTERLY EXHAUSTED.”

RESOLUTIONS ADOPTED BY THE CONVENTION AT ITS CONCLUDING BUSINESS SESSIONS INCLUDED ONE TO GIVE THE ZOA’S SERVICES TO AMERICANS SEEKING COMPENSATION FOR PROPERTY DESTROYED IN PALESTINE DURING ARAB DISORDERS, AND APPEALING TO THE AMERICAN GOVERNMENT TO SEEK REDRESS. ANOTHER RESOLUTION RECOMMENDED ORGANIZATION OF A PRIVATE LAND DEVELOPMENT COMPANY UNDER ZOA AUSPICES TO COOPERATE WITH THE PALESTINE LAND DEVELOPMENT COMPANY.

ANOTHER RESOLUTION DECLARED THE UNITED PALESTINE APPEAL HAD NOT RECEIVED A LARGE ENOUGH SHARE FROM COMMUNITY FUND-RAISING CAMPAIGNS IN SOME CITIES AND CALLED ON LOCAL ZIONIST ORGANIZATIONS TO REFRAIN FROM JOINT FUND CAMPAIGNS EXCEPT ON A BASIS OF PARITY WITH THE JOINT DISTRIBUTION COMMITTEE.

A RECOMMENDATION BY THE PUBLICATIONS COMMITTEE TO DISCONTINUE DOS YIDDISCHE FOLK, ZOA YIDDISH PAPER, WAS DEFEATED BY A SUBSTANTIAL MAJORITY AFTER A FLOOR FIGHT AGAINST THE PROPOSAL LED BY JOSEPH WEINSTEIN OF BALTIMORE.
