After three weeks of debate and a full week of arduous behind the scenes discussions here with the representatives of the Arab governments, the delegations of the United States, Britain and three other countries proposed today a resolution dealing with the Arab refugee problem. The resolution proposes:
1. Coupling of the repatriation and compensation of Arab refugees with programs of reintegration of the refugees, which the Arab states have opposed; 2. Calling on the Arab governments to cooperate with the United Nations Relief and Works Agency for Palestine refugees. Lack of such cooperation was noted in reports to the General Assembly by Henry R. Labouisse, director of UNRWA; 3. Calling on member states to support UNRWA which is described in the resolution as being in “serious” financial straits.
The resolution, which will be formally placed before the Assembly’s special political committee here tomorrow, is being co-sponsored by the U.S. Britain, the Netherlands, New Zealand and the Philippine Republic.
