A joint United States-Israel declaration on the Eisenhower Doctrine is expected here to be issued within the next 48 hours.
It was reported today that agreement had already been reached on the substantive portions of the statement, which will probably refer to both the visit to Jerusalem of Ambassador James P. Richards and the intention of the two countries to maintain peace and stability in the Middle East.
The technicalities which are the subject of last minute talks between the State Department and the Israel Embassy in Washington are assumed to deal with relatively secondary sentences in the statement and such matters as the timing of its release.
