The United States and Israel were scheduled to sign an agreement here tonight under which each would contribute $30 million for a binational science foundation in Israel. The pact was to be signed this evening in the Waldorf Towers suite of Secretary of State William P. Rogers, with Finance Minister Pinhas Sapir representing Israel. Also due to attend were Assistant Secretary of State Joseph J. Sisco and Yitzhak Rabin, Israel’s ambassador to the U.S.
