U.S. Middle East envoy Dennis Ross is slated go to Israel and Palestinian- controlled territories the first week of January. Ross is expected to lay the groundwork for separate meetings that President Clinton plans to hold later in the month in Washington with Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority Chairman Yasser Arafat.
