U.S. Middle East envoy Dennis Ross made no progress in his efforts to break the deadlocked Israeli-Palestinian negotiations, an Israeli official said. Ross met for a fourth time with Israeli Prime Minister Benjamin Netanyahu to brief him on his meetings with Palestinian officials. Palestinian Authority Chairman Yasser Arafat is not ready to clamp down on Islamic militants, a key Israeli demand, according to Netanyahu spokesman David Bar-Illan.
