United States Undersecretary of Commerce Howard J. Samuels declared here today that “human capital” is the most valuable resource in a developing country like Israel. Mr. Samuels spoke at an “American Day” celebration at the International Trade Fair here. He said that there was “plenty of evidence of this natural resource” in Israel and that he was enthusiastic over Israel’s progress both as a Jew and as an American businessman. If America fails to recognize the value of this human capital it will lose many customers not only in Israel but in much of Africa, Mr. Samuels said.
