A spokesman for the American delegation at the NATO summit conference, now taking place here, reiterated today that the United States will oppose any decisions at the conference concerning the Arab-Israel conflict.

The U.S. statement was made while the Turkish delegation continued its behind the scenes efforts to get the question of Israel’s boundaries on the agenda of the NATO conference. Members of the Turkish delegation contended that the territory Israel gained under the 1948 Arab-Israel armistice agreements was not included in the boundaries set by the United Nations partition decision. They insisted that Israel must withdraw to the 1947 borderlines.

France made it known yesterday that she would oppose any such frontier revision and fully supports the U.S. stand that the question of Israel’s frontiers must not 1 e dealt with at the NATO parley. However, the Turkish delegates were said today to have prepared a comprehensive argument to support their request for a discussion of Israel’s boundaries.

Meanwhile, the Turkish delegation to the NATO parley distributed today the text of a statement by Premier Adnan Menders warning against Soviet penetration of the Middle East which, he said, would result in outflanking Europe. The statement reviewed Soviet moves in relation to Egypt and Syria over the past two years.
