The American reply to the Soviet proposal for declaring the Mediterranean a nuclear free zone was delivered yesterday in Moscow to the Soviet Foreign Ministry, it was reported here today from the Soviet capital. The U.S. reply termed the Soviet proposal “a propagandistic attack against the presence of United States missile launching submarines in the Mediterranean.”
The reply also said the Soviet proposal contained “a large number of gross misrepresentations.” It contended that polaris submarines are in the Mediterranean only to defend the integrity of the countries concerned who were threatened by “a form of nuclear black mail in which the Soviet Union could have attempted to force the Mediterranean countries to succumb to Soviet dictation or Soviet domination.”
