U.S. Secretary of State Colin Powell agreed with Israeli Prime Minister Ariel Sharon during a phone conversation that the level of violence in the territories has not dropped enough to begin a cooling-off period stipulated in a U.S.-mediated cease-fire. In another development, Israeli, Palestinian and U.S. officials held security talks in Tel Aviv, but made no headway in stopping the violence.
