U.S. Secretary of State Colin Powell appeared to change his stance on how a nation should react to terror. “I think when you are attacked by a terrorist and you know who the terrorist is and you can fingerprint back to the cause of the terror, you should respond,” Powell told a news conference Wednesday. In the past, Powell repeatedly has called on Israel to act with restraint following acts of Palestinian terrorism, saying retaliatory attacks escalate the cycle of violence and don’t end the conflict.
