U.S. Secretary of State Colin Powell said loan guarantees for Israel might be affected by Israel’s settlements and security fence. “We are examining the loan guarantee program to determine what we should do about it and how it should be reflected in the actions we might take, either with respect to settlements or the fence,” Powell told foreign reporters in Washington. Israel expects to borrow against $3 billion in U.S. loan guarantees this year.
