U.S. special envoy Alfred Atherton remained in Jerusalem Monday because, as one source put It, “there is something to talk about.” Atherton resumed talks with the Israeli negotiating team led by Dr. Eliahu Ben-Elissar late Monday night after a long delay in which he consulted with Secretary of State Cyrus Vance. Israeli sources continued to be hopeful that “at least a partial solution” could be found to the legal issues in dispute.
