Severance of diplomatic relations with Germany until that nation “relinquishes coercive, forced control of Austria, and further abates persecution of minorities because of race or creed,” is demanded in a bill introduced in the House of Representatives today by representative Donald L. O’toole (Dem.), of Brooklyn. The bill was referred to the Foreign Affairs Committee.

The United States has not yet been officially informed by the German Government of its annexation of Austria, secretary of State Cordell Hull revealed today, adding that recognition of the coup was a “theoretic question.”

Mr. Hull told a press conference that conditions in central Europe were developing and that he could not undertake to comment at the present stage. Reports from Vienna, he said, were fragmentary, indicating there were uncertainties ahead.

Asked if the United States would close its legation at Vienna, Mr. Hull repeated that conditions were not at the stage where he could comment. He said that the German and French ambassadors, at their Saturday conference with him, did not make any requests of this Government. A spokesman for the Austrian legation said there was no information from abroad.
