Ratification of the United Nations Convention on Genocide, with certain “understandings,” is expected before the Senate adjourns in July, it was indicated here today.

One of the “understandings,” approved by the Senate. Foreign Relations Subcommittee yesterday, says that the U.S. Government construes the words “complicity in genocide” to mean participation before and after the fact and aiding and abetting in the commission of the crime of genocide
