LARGE NUMBERS STILL WITHOUT VOTE
To illustrate the unsatisfactory methods of the local Soviets and the other State and party organizations in the townships, the commissions draw attention to the large number of people without the vote who are still to be found in the townships, not in any way corresponding to the present social structure of the townships. In Bar, for example, there are 348 persons who still have no vote.
