Israel registered to speak today at an urgent Security Council debate on the West Bank called for by Egypt. Israeli Ambassador Chaim Herzog is on the speakers’ list, to follow the envoys of Egypt and Jordan and the Palestine Liberation Organization spokesman. But sources here said Herzog might postpone his speech until tomorrow. The meeting was requested by Egypt because of what it termed “terrorist practices” by Israel against the Arab population on the West Bank. Egypt, in calling for the debate, requested that the PLO be allowed to participate as it did in previous Mideast debates. The Council is expected to begin the debate either late this afternoon or tomorrow.
