Under President Clinton’s proposals for an Israeli-Palestinian peace accord, Israel would cede sovereignty over Jerusalem’s Temple Mount and the Palestinians would give up the right of refugees to return to Israel, The New York Times reported. According to the Israeli daily Ha’aretz, settlements that would be evacuated as part of a final peace agreement would be transferred intact to the Palestinians.
