A manifesto to the Jews outside of Palestine from the United General Zionist Organization and the Mizrachi, orthodox Zionist group, declares “the Jewish people as the leading and main factor in the construction of the Jewish National Home must double and treble their efforts. Notwithstanding the irreparable losses of the August events, the Jewish community remains economically and spiritually unshaken.

“In view of these events, we urge a large immigration. Recognizing fully our responsibility, we declare that the country can absorb a large immigration. Jewish capital may profitably invest in town and village and in agriculture, and industry in Palestine will rouse itself only through the pioneering devotion of all classes of our people who are urged to the maximum effort for the Jewish National Fund.”
