The World Jewish Congress called on the human Rights’ Commission today to outlaw, under the International Bill of Rights, not only legislation expressly providing for discrimination but also the discriminatory application of laws which provide equality on the surface.
The request was contained in a memorandum submitted by the World Jewish Congress to the U.N. Subcommission on Prevention of Discrimination and Protection of Minorities, currently meeting here. “Equally important,” the memorandum stated, “is the abrogation and prohibition of legislative measures which discriminate against certain groups although their language successfully hides this fact.” It cited as an example immigration regulations, so worded as to enable authorities to exclude unwanted groups.
