Maj. Gen. Carl C. von Horn, Chief of Staff of the United Nations Truce Supervision Organization, reported to UN headquarters here today that the December 3 exchange of fire between the Syrians and Israelis in the Huleh area in Galilee was “opened from the Syrian side.”
In a report on the incident sent by General von Horn to Secretary General Dag Hammarskjold and circulated by the latter to the Security Council just before Abba Eban started to present Israel’s case to the body this afternoon. Gen. von Horn reported also that after the UN military observers called for a ceasefire last Wednesday, Israel stopped promptly “at the agreed time,”while Syrians continued firing.
For the first time here, it was stated publicly on the authority of Gen. von Horn that Mrs. Joyce Doran, wife of the British air attache in Tel Aviv, was murdered by infiltrators who had come from, and returned to, Syrian territory. The report declares that “three cartridges with Arabic markings were found at the place where Mrs. Doran had been shot, approximately 60 meters from the place where her body was found.”
