The British delegation to the United Nations Preparatory Commission has submitted a formal proposal to the commission suggesting the establishment of a committee under the aegis of the Social and Economic Council of the United Nations Organization, which would handle all refugee problems.

Under the British proposal, the refugee agency would assume the functions of the Intergovernmental Committee for Refugees and expand its activities. It would also advise the Economic and Social Council, and other organs of the United Nations, on all matters concerning refugees.
