A four-year plan designed to strengthen Israel’s economic structure by developing 1,250,000 acres of land was announced here during the week-end by Judge Morris Rothenberg, national chairman of the United Palestine Appeal. A comprehensive report of the plan was submitted to Judge Rothenberg by Dr. George Stefansky, U.P.A. research director who has just returned from Israel. The report pointed out that within the next four years a minimum of about 20 percent of Israel’s total population–including an expected 800,000 new arrivals–will be engaged in agriculture.
