The suggestion that the United States follow the experiences of England and use the skills of “friendly” enemy aliens was voiced here last night by Earl G. Harrison, recently nominated Commissioner of Immigration. England has solved the problem of using the skills of refugees from enemy countries better than this country has, he told the University of Pennsylvania chapter of the Order of the Coif, Law School honor society.
