A draft agreement providing for the import of American books into this country without involving dollar payments has been submitted by the United States Embassy to the Israel Foreign Ministry, it was reported today. The proposed agreement, similar to that under which books from the Soviet Union are imported here without foreign exchange payments, would permit the U.S. Embassy to use Israeli currency paid for the books in meeting its local expenditures. American publishers would be paid by counterfunds of the Mutual Security Program.
