Up to last night it was not known here whether Pinchas Rutenberg, chairman of the Jewish National Council of Palestine and Prof. Felix Frankfurter of Harvard University would come to London to fill the two vacancies left for them on the Jewish Agency’s political commission as the representatives of Palestine and the United States respectively.

The post for the United States is now vacant but Dr. Maurice Hexter is acting as the American observer. Another observer is Prof. Harold Laski, who although British, is nevertheless considered an American observer too because of his affiliations with Justice Louis D. Brandeis. Professor Laski ceased to be active in Zionist work when Justice Brandeis and his followers left in 1921 but now is substituting for Professor Frankfurter.

His participation in the present negotiations is considered a great gain for the Zionists in view of his excellent connections with the cabinet and his great experience in British politics. Professor Laski, who holds an important position as chairman of the govern-
