A special Uruguayan Government commission on immigration, headed by Acting Minister of Industry Mayo Gutierrez, has issued a report calling for increased immigration to Latin America and asserting that hindrance of migratory movements at this time represents a “conspiracy against the peace and progress of the world.”
The commission declared that an effective immigration policy must be based on a sound economic policy including an intensification of agriculture and a further development of industry. It suggested that preference be given to technisians and “those who devote themselves to some productive work.”
