“Full implementation” of the Security Council’s Resolution 242 is US policy towards settlement of the Arab-Israeli conflict, Secretary of State William P. Rogers told the Yemenis in Sanaa last week when the Yemen government re-established diplomatic relations with Washington.
The text of the Secretary’s address, made available by the State Department, shows he said that as “we take this step (diplomatic exchange) we reaffirm the intention of the United States to continue its efforts to promote a peaceful settlement of the Arab-Israeli dispute based on full implementation of the UN Security Council resolution of November 1967.
Rogers did not amplify his statement, which was the last in a series of four points he outlined as significant in the diplomatic action. The others were “building even closer and more friendly” US-Yemen relations; contributing “in a modest way to stability and tranquility in the Arabian Peninsula” and reflecting “a US policy of friendly relations towards all nations in the area.”
The Secretary’s statement was not regarded here as denoting any change in American policy but a reaffirmation of its long-standing support of the resolution which the Secretary on previous occasions had said meant “insubstantial” changes in the pre-1967 borders between Israel and her neighbors.
