— Simone Veil, President of the European Parliament, arrived here last night as head of a delegation of European parliamentarians. Speaking to reporters of Ben Gurion Airport, she said that despite recent expressions of anti-Semitism in France, there has been a general decline in organized anti-Semitism since World War II. She said that a distinction should be made between those who oppose Israel and Zionism and those who hate Jews because they are Jews. Veil also said she opposed the participation of the Palestine Liberation Organization in the Middle East peace process, a participation called for by the European Economic Community ministers at their summit conference in Venice last June, because Israel cannot negotiate with an organization which refuses to organize it.
