Israel is not ready either politically or psychologically to have Menahem Beigin, the leader of the Herut movement, as Premier, it was stated here by Chaim Teichmann, a leader of the Independent Liberals in Israel who quit the Liberal Party after it decided to Join with Herut in presenting a united list of candidates to the forthcoming Parliamentary elections.

Mr. Teichmann, a former resident of Mexico, is now on a brief visit here. He is active in the Liberal movement in Israel.
