Israel is not ready either politically or psychologically to have Menahem Beigin, the leader of the Herut movement, as Premier, it was stated here by Chaim Teichmann, a leader of the Independent Liberals in Israel who quit the Liberal Party after it decided to Join with Herut in presenting a united list of candidates to the forthcoming Parliamentary elections.
Mr. Teichmann, a former resident of Mexico, is now on a brief visit here. He is active in the Liberal movement in Israel. He warned American Zionist leaders against issuing statements for or against either group of the split Liberal movement, indicating that this was an internal Israeli political affair.
