Reporting from Geneva that Rumania’s pretext for revising citizenship lists in its annexed territories is that many persons claimed Rumanian nationality irregularly, the Manchester Guardian comments:
“Even if this were true, it is a little late to raise that question, considering the people have been recognized as Rumanian citizens for so many years.”
The paper declares that the revision would violate the national minorities treaty of 1919 and emphasizes that this treaty cannot be modified without the consent of a majority of the League of Nations Council.
