Andrei Vishinsky, head of the Soviet Union delegation to the United Nations, today denied a report broadcast by the Damascus radio that he had told the Syrian delegation here that he welcomed the Arab proposal to establish a Big Five commission to deal with Arab-Israel problems. Mr. Vishinsky told newsmen here that he made no formal or informal statement to any of the Arab delegations at the United Nations with regard to the Syrian proposal.
