United Nations Secretary General Kurt Waldheim conferred with Foreign Minister Yigal Allon for two hours here this morning. Government sources said that Allon raised the question of continuing terrorist infiltration of Israel from Lebanon and asked Dr. Waldheim to use his good offices to secure free emigration rights for Jews in Syria and the Soviet Union.

Waldheim was the first international diplomat to meet with Allon since the latter became Foreign Minister when the new government of Premier Yitzhak Rabin took office Monday. Allon, who is also Deputy Premier, greeted the Secretary General at Ben Gurion Airport and accompanied him back to Jerusalem. Waldheim is on a tour of UN installations in the Middle East and came here directly from Damascus. He lunched with UN officials here this afternoon and called on former Premier Golda Meir. He also called on President Ephraim Katzir and will meet with Premier Rabin and Defense Minister Shimon Peres.

Talking to reporters at the airport. Waldheim described the Israeli-Syrian disengagement accord signed in Geneva as “a very important step forward” that “opens the door for resumption of the Geneva peace conference.” He expressed hope that the separation of Israeli and Syrian forces on the Golan Heights could be completed in a few days even though the agreement allows 20 days for the task. He said “the first contingent of the United Nations Disengagement Observers Force (UNDOF) has already begun moving into the buffer zone and I hope within the next few days it will be fully established.” He said “The UN is ready to render every assistance for the implementation of the disengagement agreements” that Israel has now concluded with both Syria and Egypt.
