Secretary General Kurt Waldheim noted “with satisfaction” today the Moscow summit meeting’s “reaffirmation of support for the United Nations efforts toward a peaceful settlement in the Middle East in accordance with Security Council Resolution 242.” Waldheim did not, however, refer to his personal Mideast representative, Ambassador Gunnar V. Jarring, whose attempts to implement the resolution have been stymied for four and a half years. The other “progress” In Moscow cited by the Secretary General concerned “the statement of determination to strengthen the effectiveness of the United Nations” and the strategic arms limitation accord.
