The State Department confirmed today that Franklin Gunther, Minister to Rumania, had seen Premier Octavian Goga, but stated it had no knowledge of what was said. New ministers always see heads of countries, the State Department pointed out, and all envoys are under instructions to keep a close watch on all things.
