The proposal for the establishment under Jewish and Arab auspices of a “national government” is viewed favorably by Dr. Chaim Weizmann, President of the World Zionist Organization, who arrived here Saturday night to open the new drive for the Karen Hayesod. The plan, it is understood, is being broached in Arab and Jewish quarters, as a possible means of nullifying Arab hostility to the Zionist work in Palestine.

In order to meet with consideration in Zionist circles, Dr. Weiamann declared the following provisions would have to be agreed to by the parties concerned:

1. The provisions of the British Mandate regarding the Jewish Homeland must not be interterfered with.

2. Great Britain’s consent must be obtained.

3. The guarantees for the unhampered development of the Jewish National Homeland in Palestine must be assured.

A crowd estimated in the thousands waited at the pier for hours until the steamer Paris bearing Dr. Waismann finally docked at 10 p.m. Upon landing, the crowd formed into a procession and led by a few hundred automobiles, gaily decorated with American and Zionist flags, wound its way to Stuyvesant Square where Dr. Weizmann delivered a brief address.

Political conditions in Palestine, the Zionist leader told the J.C.B., are better than the economic status. The Jews in the gate are spending as much towards the upbuilding of Palestine as the British. The Zionists are contributing about six hundred thousand pounds annually. Other Jewish organizations provide an additional 400,000 pounds. The British government is spending for administration a million pounds a year and two million pounds for the maintenance of the British garrison. The burden of maintaining the garrison, Weizmann declared, is being out to half and it is hoped will gradually be entirely eliminated.
