West German Govt. Seeks the Confidence of Jews, Officials State

The German negotiations with Israel and the Jewish organizations on reparations claims from Germany are, from the German point of view, not only aimed at bringing about a settlement of the reparations question, but also at the creation of a “basis of confidence between the German and Jewish people,” it was stated today in Bonn Government circles.

It was also learned that Prof. Franz Boehme, of the University of Frankfurt, will probably be named to head the German delegation to the talks. The same German circles stressed that Bonn considers the personality of the head of the German delegation to be a matter of great importance.

The highest British review board on restitution measures in the British zone of Germany today decided that the owners of confiscated property in Germany need not have been themselves the victims of Nazi persecution in order to claim restitution. The board ruled that as long as the property was confiscated on racial, religious or political grounds, the owners may file a restitution claim. This decision ends a complex legal problem which has plagued some claimants for restitution.
